Liang Kedong, male, Han ethnicity, was born in January 1972 and is from Xinchang, Zhejiang Province. He is a master of education and researcher. 

He once served as a member of the Party Committee and Director of the Office of Zhejiang Normal University, a member of the Party Committee, Head of the Organization Department and Head of the United Front Work Department of the Party Committee,  a member of the Standing Committee of the CPC Jiande Municipal Committee and Deputy Mayor (temporary post), and Deputy Secretary of the Party Committee and Dean of Jinhua Polytechnic. He is also a member of the China Association for Higher Education, Executive Director of the Chinese Society for Technical and Vocational Education, Executive Director of the Zhejiang Province Association for Higher Education, Vice President of the Organization of the Adult Education and the Vocational Education of Zhejiang Province, Deputy Director of Center for Modern Vocational Education of Zhejiang Province and Vice Chairman of Jinhua Association for Science and Technology.

He is mainly engaged in the management and research of higher education and vocational education. He has presided over and participated in a number of provincial and ministerial projects, published multiple articles in China Higher Education Research, Chinese Vocational and Technical Education, China Education Daily, etc., and made several special speeches at relevant national conferences on vocational education
