Part I History of the Jinhua Polytechnic

In September 1993, Zhejiang Jinfa Group Shares Co., LTD., the Human Resources Association of Zhejiang Province and the Association of Retired Teachers of Zhejiang Normal University jointly submitted a letter to the Zhejiang Provincial Education Commission requesting the establishment of Jinhua University.

In January 1994, the Zhejiang Provincial Education Commission submitted the Request for Preparing to Establish Private Jinhua Institute of Technology to the People's Government of Zhejiang Province. In April of the same year, Zhejiang Agricultural Machinery School was selected as the site for the Jinhua Institute of Science and Technology. Later in July, the Zhejiang Provincial Evaluation Committee for the Establishment of Higher Education Institutions gave its opinions to the Zhejiang Provincial Education Commission. In the same month, Jinhua Municipal People's Government signed a Joint Education Agreement with Zhejiang University of Technology, agreeing that Jinhua Institute of Technology would be attached to Zhejiang University of Technology as a branch in Jinhua and officially enrolled students in the autumn of 1994 (100 students in three majors in total).

In December 1994, Jinhua University Development Foundation was founded, and its first Board of Directors was formed by 48 members elected.

On September 25, 1994, the establishment of the private Jinhua Institute of Technology was approved by the People's Government of Zhejiang Province. In May 1997, the People's Government of Zhejiang Province sent a letter to the State Education Commission requesting the establishment of the private Jinhua Institute of Technology; in July, under the school establishment application situation at that time, the Zhejiang Provincial Education Commission requested the State Education Commission to rename Jinhua Institute of Technology as Private Jinhua Polytechnic. In mid-October, the State Education Commission organized an expert group of the National Evaluation Committee for the Establishment of Higher Education Institutions to investigate the polytechnic and give instructive guidance. In December, the State Education Commission organized the National Evaluation Committee for the Establishment of Higher Education Institutions to hold a meeting in Ningbo to discuss the application for running schools in various regions. Upon discussion, the application report for the establishment of Jinhua Polytechnic was approved. On April 6, 1998, the Ministry of Education officially issued a document to approve the establishment of Private Jinhua Polytechnic. Later on July 20, the People's Government of Zhejiang Province issued a document to further specify the management system, scale, major setting, enrollment and employment, and fund investment of the Polytechnic engaging in higher vocational and technical education.

On May 26, 1998, the CPC Jinhua Municipal Committee and Jinhua Municipal People's Government decided to merge Zhejiang Agricultural Machinery School with the College. In August, the Leading Group for Planning and Arrangement Adjustment of Higher Education in Jinhua was established, and it was decided to allocate 1,028 mu (approximately 68.533 hectare)  of land in Dahuangshan area to construct a new campus. In December, a document was issued to merge Jinhua Agricultural School, Jinhua Normal School (including former Yiwu Normal School) and Jinhua Trade and Economic School with Jinhua Polytechnic. In the autumn of 1998, Jinhua Polytechnic enrolled the first group of students under its own name independently. In early September, the school set up its headquarters and moved its offices to Yan Jici Library.

Part II History of the Party Organization

From September 1994 to December 1996, Jinhua Polytechnic did not have a formal Party Committee. Its daily work was conducted under the Party Committee of Zhejiang Agricultural Machinery School, with Mr. Mao Yimin as the Secretary. The Party organization was affiliated with the Party Committee of Jinhua Agriculture, Forestry and Water Conservancy Bureau.

On December 26, 1996, the CPC Jinhua Municipal Committee decided to set up the CPC Jinhua Institute of Technology Committee.

In February 1997, the Party Committee of Jinhua Polytechnic established an amateur Party school and set up an education branch, an administration branch, a student branch, a college-owned enterprise branch and a retirement branch.

On October 9, 1997, the library branch was established.

On June 26, 1998, the CPC Jinhua Institute of Technology Committee was renamed the CPC Jinhua Polytechnic Committee, which was subordinate to the Working Committee of Organs directly under the CPC Jinhua Municipal Committee.

In May 1998, according to the spirit of Document [1998] No. 60 issued by the CPC Jinhua Municipal Committee, the Science and Technology Branch and Zhejiang Agricultural Machinery School jointly established the General Party Branch of the Science and Technology Branch.

On November 18, 1998, the Party branch of Jinhua Polytechnic was established. In December 1998, according to Document [1998] No. 28 issued by the CPC Jinhua Municipal Committee, the Agriculture Branch and Jinhua Agricultural School jointly established the General Party Branch of the Agriculture Branch, and the Humanities and Normal Branch and Jinhua Normal School jointly established the General Party Branch of the Humanities and Normal Branch. By then, the school's party committee had set up four general party branches of the Science and Technology Branch, Economy and Trade Branch, Agriculture Branch, and Humanities and Normal Branch, two party branches directly under the school's party committee, and one party committee office.

On November 27, 1999, the General Party Branches of these four branches were abolished. The Party Committees of the Science and Technology Branch, Economy and Trade Branch, Agriculture Branch, and Humanities and Normal Branch were established, all of which were affiliated with the Party Committee of Jinhua Polytechnic.

On December 5, 2000, the Party Committees of these four branches under Jinhua Polytechnic were renamed the Party Committee of the School.

On March 7, 2001, the Polytechnic added the Organization Department, Publicity Department, and United Front Work Department of the Party Committee and the Student Affairs Department.

On March 4, 2003, the Party Committees of all schools were abolished, and the General Party Branch Committees of the School of Science and Technology, School of Economy and Trade, School of Bioengineering, Humanities and Normal School, and School of Medicine were established instead.

By that time, the Party Committee of Jinhua Polytechnic had set up the General Party Branch Committees of the School of Science and Technology, School of Economy and Trade, School of Bioengineering, Humanities and Normal School, and School of Medicine, the Party Branch Committee of Library, Party Committee Office, Organization Department, Publicity Department, United Front Work Department, and Student Affairs Department. The number of Party members had reached 601.

Part III History of Administrative Organization

In June 1997, the Yan Jici Library was built.

In April 1998, the Ministry of Education approved the establishment of Jinhua Polytechnic.

In May 1998, the Science and Technology Branch was established, and the Polytechnic opened a full-time class for self-learning program for the first time, with 45 students enrolled.

In December 1998, the Economy and Trade Branch, Agriculture Branch, and Humanities and Normal Branch were established respectively. On this basis, the Polytechnic set up the headquarters and the President's Office, Education Department, Key Project Office and Financial Accounting Center directly under it. By that time, the Polytechnic had four branches and one Yan Jici Library, with five majors. Additionally, it enrolled 1,607 junior college students and employed 643 faculty members, including 66 teachers with deputy senior titles or above.

On September 19, 2001, Jinhua Municipal People's Government decided to inaugurate Jinhua University (under preparation) in the Polytechnic.

On January 14, 2003, the Ministry of Education agreed to transform the Polytechnic into a public general institution of higher education.
